Job Responsibilities

We are looking for a development secretary who wants to take overall responsibility for department SBB (social psychiatry, housing support, children) with a focus on the goals of the Municipal Council and the prioritized areas of the administration.

As a development secretary, you report directly to the department head and serve as a strategic support in matters related to governance, planning, follow-up, and analysis. You have a coordinating role where you integrate the department's work with goals, assignments, and development initiatives, with a particular focus on the child perspective.

Your responsibilities include:

  • coordinating and driving the work with the Municipal Council's goals and the administration's prioritized areas, from planning to follow-up and analysis.
  • ensuring that political goals and priorities are translated into clear activities, indicators, and decision-making materials.
  • supporting the department head and management in strategic development issues.
  • preparing materials for committees, management, and cross-administrative forums.
  • conducting investigations, analyses, and consultation responses.
  • collaborating with other external and internal partners (e.g., other administrations, departments, etc.).
  • being responsible for meeting structure, planning, and secretarial duties in management contexts.

The role requires you to navigate confidently between politics, management, and operations – maintaining a focus on the whole even when many parallel processes are underway.

Qualifications

We are looking for someone who has:

  • a university or college degree of at least 180 credits in social sciences, public administration, pedagogy, or another education deemed relevant by the employer
  • experience working in a politically governed organization
  • good experience in working with goal and result management, systematic quality work, and follow-up
  • excellent ability to write analyses, reports, and decision-making materials
  • experience coordinating development and improvement work across organizational boundaries
  • very good knowledge of the Swedish language, both spoken and written

Meritorious are:

  • a background from preschool, school, or upper secondary administration.
  • experience working with the Convention on the Rights of the Child, children's rights, child perspective, or governance related to children and youth.
  • experience in cross-municipal processes or working closely with political leadership.

You are structured, analytical, and self-driven. You have integrity in your role and dare to maintain long-term processes even when the pressure is high. At the same time, you are collaborative and easily build trust with managers and colleagues.

You communicate clearly, both in writing and verbally, and can make complex issues understandable without oversimplifying the content. You are used to planning your work, meeting deadlines, and prioritizing between competing assignments.
